On the 2nd of June 2023, the Honourable Dr. Padayachy presented his budgetary speech for the year 2023-2024 with a common theme “to dare and to care” with a special focus on MAURITIAN migration policy. It is easily understood that the main idea is to facilitate the process which we, as immigration consultants, accept with open arms. Let’s navigate through the proposed measures:
Medical Tourism
- Medical Patients and Retirees as well as two accompanying caretakers will be eligible for a Premium Visa.
- Foreign Retirees above 60 years old will have access to medical insurance.
Occupation Permit and Work Permit
Occupation Permit as Professional
- Occupation Permits will be streamlined, and the threshold for Occupation Permit will be reduced to 30 000 MUR for all sectors.
- An Applicant for Occupation Permit will be allowed a Business Visa of 120 days without having to leave Mauritius and re-enter upon expiry as previously was the case.
- The ‘Young Professional’ Occupation Permit will be open to all fields of study, not limited by sector as previously was the case.
Work Permit
- Work Permits applications will be made solely online.
- The “Silent is Consent” principle of 4 weeks will be introduced for Work Permits as it applies to professionals requiring additional regulatory registration with relevant bodies in Mauritius (medical, paramedical, construction etc.).
- The introduction of a new tier system will be introduced. Companies with a good track record will avail from a streamlined process to recruit Foreign Labour.
- The ratio Foreign: Local employers will be removed for specific sectors.
- Non-Citizens on a Tourist or Business Visa will be allowed to apply for Work Permits.
The above measures show that we may well finally be past the Covid 19 restrictive era, and the country is more than ready to welcome new and foreign talent with somewhat relaxed immigration measures. That being said, with much more streamlined processes, especially for Working Permits and lowering of the threshold for the Occupation Permits as Professional will certainly encourage local companies to employ more expats and broaden up the availability of skills on the island.
Acquisition of Immovable Property and Land by Non-Citizens
- Smart City and Property Development Scheme:
Any Non-Citizen holding an Occupation Permit (OP), Permanent Residence Permit (PRP), Or Residence Permit (RP) will be allowed to acquire one plot of serviced lands not exceeding 2,100 in Smart City Scheme, and Property Development Scheme (PDS), up to June 2026.
- Property Development Scheme (PDS) Project relating to Senior Living
Upon the acquisition of a property in a PDS relating to Senior Living, a non-resident will be given Residence Permit provided that.
- The acquisition price exceeds USD 200 000.
- The Non-Citizen is aged above 50 years old.
- Sustainable City Scheme
Non-Citizen will be allowed to acquire property in a Sustainable City. A Residence Permit will be granted to the non-Citizen and his family so long that the property meets the USD 375 000.
All the above-mentioned measures demonstrate an ease to access Residency through property acquisition. This year, we saw the inclusion of Sustainable City and a special focus made for Senior Living, covering both the environment and social part.
Whilst the above measures outline the proposed changes to the immigration framework, the same is yet to be debated before Parliament and promulgated under the Finance Act.
